what is the difference between a handheld computer,PDA and smart phone?

these products is increasingly similar in functions, and I am realy confused by the difference. can anybody help me get out of the maze?

Is it possible to get an Emulator on a handheld computer/PDA and have it work well?

I want to get a handheld computer that I can download a Nintendo 64 Emulator on and have it work fine. Is that possible? If so, what kind or brand or EVERYTHING should I get? Also, how much does it cost? Thanks a lot.

Ps, if Nintendo 64 won’t work, what about NES or SNES? Thanks.

What is the cheapest handheld Windows based computer?

I need a very small and cheap basic handheld computer or PDA. I don’t need any frills (no internet, office, or anything) as I only need to run ONE window’s based program so I can program a radio controlled car. All it needs is windows xp (no vista) and a usb port so I can run this particular software at a race track. Any recommendations?
